Here we have Fernicombe Windmill, a ruined windmill near the South Devon Coast. It does come with listed planning consent for a change of use to a single residential unit and a new single storey extension. 

This windmill dates form the 19th Century and occupies the highest point in Torbay. It was even used as an ARP post during world war II.

So it may not look much now but when finished you will have a four story windmill undoubtedly with impressive views from the top floor.

 Of course it will no doubt require a lot of money as it will not be a simple build but when finished you will have a landmark property and the directions you can give to your friends will be "look for the windmill on top of the hill". 

There is a side deal to be done as well, as it appears you may also be able to buy windmill cottage which has 'anticipated planning consent' for two, three bedroom dwellings with garages. So if money is an issue perhaps this project could be developed first and then the profits put into the windmill project.
